Tera Allas
McKinsey Center for Government
Tera is a Senior Fellow and Director of Research at McKinsey Center for Government, McKinsey’s global hub for research, collaboration and innovation in government performance. She works closely with McKinsey Global Institute, McKinsey’s economics and business research arm. Tera has deep expertise in economics, productivity, technology, innovation and public policy, and is a member of the UK’s Productivity Leadership Group, the Council of the National Institute of Social and Economic Research and the ScaleUp Institute Evidence Committee. Her recent publications include global reports on artificial intelligence and government and business productivity, and articles on innovation adoption, the impact of productivity shocks on employment, and best practices for improving government performance. Previously, Tera was Director General for Strategy, Analysis and Better Regulation at the Department for Business, Innovation and Skills and the Deputy Head of the UK Government Economic Service, having also held roles as Chief Economist and Director of Analysis in the UK’s energy and climate change and transport departments. Before joining the UK government, Tera worked for 10 years as a management consultant at McKinsey & Company with a focus on corporate and business unit strategy and microeconomics. Tera holds a M.Sc. in Technology and Industrial Economics (with distinction) from Aalto University and an M.B.A. (with distinction) from INSEAD.

Guy Michaels 
Associate Professor of Economics, London School of Economics
Guy Michaels is an Associate Professor in the Department of Economics at the London School of Economics and Political Science (LSE). He is also a research associate at Centre for Economic Performance (CEP) at the LSE, a research affiliate at the Centre for Economic Policy Research (CEPR), an affiliate at the Bureau for Research and Economic Analysis of Development (BREAD), and an external research associate at the Oxford Centre for the Analysis of Resource Rich Economies (OxCarre). He received a B.Sc. in Mathematics, magna cum laude, from Tel-Aviv University in 2000 and a Ph.D. in Economics from Massachusetts Institute of Technology in 2006.

Guy's current research in labor economics involves studying the changes in tasks performed in the economy over time, the role of technology and especially automation, and the implications for productivity and income distribution. His research on urbanization focuses primarily on the consequences of large urban floods, and on the evolving nature of cities, especially in Africa.

Philippe Schneider
Nesta
Philippe Schneider is an independent researcher who has collaborated extensively with Nesta as a Visiting Research Fellow and consultant since 2007. He has carried out technical and policy work for a range of private and public sector organisations, including the World Bank, BlackRock, the African Development Bank, HM Treasury, BP, CISCO, British Academy and what is now the Department for Business, Energy and Industrial Strategy where he was Advisor to the Secretary of State on innovation policy. He speaks and reads Chinese.

Luigi Marengo
Professor of Economics at the LUISS University
Luigi Marengo is Professor of Economics at the LUISS University. He was Professor of Economics at the Institute of Economics at the Sant’Anna School of Pisa, where he was also Dean of the Faculty of Social Sciences (until November 2013). He is Managing Editor of the journal “Structural Change and Economic Dynamics.” Previously, he was professor at the Faculty of Law, University of Teramo, associate professor at the Faculty of Sociology, University of Trento, and researcher at the same University (Faculty of Economics).

Wim Naudé
Visiting Professor in Technology, Entrepreneurship and Development at RWTH Aachen University
Wim Naudé is Professor of Business and Entrepreneurship at Maastricht University and Professorial Fellow at UNU-MERIT. He is also affiliated with RWTH Aachen University in Germany as Visiting Professor of Technology, Entrepreneurship and Development. Wim is also a Research Fellow at the IZA Institute of Labor Economics in Bonn, Germany. A graduate of the University of Warwick, his previous appointments includes being Senior Research Fellow at the United Nations University (UNU-WIDER) in Helsinki and Lecturer and Research Officer at the University of Oxford. Between 2012 and 2018 he also served as Dean of the Maastricht School of Management where he lead the development of a number of masters programs in high-tech innovation and management. He has been policy advisor to a number of international organizations on issues of global development, most recently to the Bertelsmann Foundation on technological innovation and inclusive development in Germany and to UNIDO on technological innovation and sustainable development for industrialization in emerging economies. João Carlos Ferraz

Director, Division of Production, Productivity and Management, Economic Commission for Latin America and the Caribbean, United Nations (UN/ECLAC), Chile, 2003-2007.

Executive coordinator of the Indústria 2027: risks and opportunities of disruptive technologies for the Brazilian industry project, undertaken at IE/UFRJ, in which a foresight exercise for emerging technologies was developed to ground an analysis of their potential disruptive implications for Brazilian industry´s business models, competitive drivers and market structures and to derive policy implications.

Ed Steinmueller (Roundtable chair)
Professor of Information & Communication Technology Policy, SPRU - Science Policy Research Unit, School of Business, Management and Economics, University of Sussex
Professor Steinmueller has been Professorial fellow at SPRU since 1997.   He began his studies in the areas of computer science, mathematics, economics, and Chinese language and history at the University or Oregon and Stanford University.  At Stanford (1974-1994), he was engaged in teaching, research, consulting while being a Deputy Director of what is now the Stanford Institute for Economic Policy Research.  He was selected for a chair at MERIT at the University of Maastricht, The Netherlands where he developed a Doctoral training school prior to coming to SPRU.

Steinmueller has published widely in the field of the industrial economics of information and communication technology industries including integrated circuits, computers, telecommunications, software and the economic, social policy issues of the Information Society. He has also contributed to research in science policy and the economics of basic research.

Professor Steinmueller has been an advisor to several Directorates at the European Commission, the National Academies of Science and Engineering (US), and the Department of Trade and Industry and Office of Telecommunications (UK).

He established the research group in SPRU called Information, Networks and Knowledge (INK) with Professor Robin Mansell (honorary professor of U of Sussex and Professor at London School of Economics and Political Science) and remains its Director.   INK includes members from Freeman Centre (both SPRU and CENTRIM (Centre for Research on Innovation and Management) at the University of Brighton).
